If you’re visiting the Outer Banks from out of state and planning to surf fish, you need a North Carolina Coastal Recreational Fishing License (CRFL). Here’s exactly what you need.
Who Needs a License
Anyone 16 or older fishing in North Carolina coastal waters — including the surf, sounds, and from piers that don’t have a blanket pier license. Kids under 16 fish free.
License Options for Visitors
- 10-day Non-Resident CRFL — best value if you’re on the OBX for a week.
- Annual Non-Resident CRFL — pays for itself if you visit twice a year.
- Lifetime licenses — exist, but residents only.

What You Can Keep
The license gets you on the water. Size and creel limits are a different conversation — and they change. Check the current regulations on the NCDMF site or ask at the tackle shop where you buy bait. Red drum, for example, have a strict slot limit and a one-fish-per-day rule.
How long it takes to get a license
The NCWRC online portal handles non-resident purchases in three to five minutes if you have a driver’s license, credit card, and an email address ready. You can be sitting in the surf with a fresh license in your phone before your car cools down. Retail vendors (Walmart, Ace Hardware, OBX tackle shops) take about the same time but you’re at the counter — usually faster to do it online from the rental house the night before.
What “non-resident” means exactly
If you live anywhere outside North Carolina, you’re a non-resident — including Virginia, even though parts of Virginia are closer to OBX waters than parts of NC are. Military stationed in NC with valid orders typically qualify for resident pricing; check with NCWRC before assuming. College students enrolled in NC schools don’t automatically qualify for resident pricing without a year of NC residency.
If you only fish a few days a year
The 10-day license at $11 is the right call for almost every vacation visitor. The annual non-resident at $32 only makes sense if you’re going to make three or more trips in a 12-month window, or if you fish multiple states during the year and want NC always covered. There’s no half-day or single-day option, so even if you’re fishing one morning on the way out of town, the 10-day is what you’ll buy.
Bringing the kids
Kids under 16 don’t need a license at all — resident or non-resident. They can fish anywhere a licensed adult can, keep their own legal-size catch, and have their own bag limit separate from yours. This is one of the friendliest rules in NC for family trips.
If you get checked
Show the officer your license PDF on your phone (or screenshot of the license number) along with a driver’s license or state ID. Officers also check size and creel limits, so be ready to show your catch. The NC fines for fishing without a valid license run $35 to $250 plus court costs — your $11 ten-day license is always the cheaper path.
